For the creation of a sustainable local society, a balance between the availab ility and consumption of natural resources is necessary. To create and mainta in this balance, two possibilities come to mind. The first possibility is to reduce the impact to the environment through activities such as recycling, ene rgy conservation and nontoxic processing of materials. The second possibility is to optimize the use of natural resources and to not interfere with the inhe rent regenerative properties of nature through cyclic production and consumpti on practices. When it is considered that only 10% of the biomass of the earth is being used and that there is a large amount of biomass available for living and industry, to tap into these resources would be significant. In other word s the second possibility is the most likely. Both Zero Emissions Research and Permaculture work to optimize the inherent productive capacity of nature and c reate cyclic industries and lifestyles which will be important methods in the near future. A sustainable local society is a society that not only has a heal thy industry and quality of life, but maintains balance between the two. By co nsidering Zero Emissions Research which revolutionizes Industrial Infrastructu re, and Permaculture, which revolutionizes consumer perceptions, we are consid ering a sustainable local society. These are the starting points for this symp osium.
